This is the updated and latest version of this tool (as of April 2024).

VMesh is a CLI tool that converts 3D meshes in GLTF format to V3M (static mesh), V3C (character mesh) and RFG (editor group) formats.

Usage (substitute v3m by the desired output format):
vmesh input.gltf output.v3m
or
vmesh -f v3m input.gltf

Being able to easily take things from blender and convert them to RF groups or meshes has opened up a whole new world of mapping possibilities for me over the last year and a bit. Makes it so much easier to get details into maps that would have taken forever or been impossible to do in the old days.
