Original description:
This file must be run by the server and the player to work successfully.

1.Install the spect.exe into your main Red Faction folder.
2. Find the spect.exe file and double click it to start the game in the spectator mod.
3. Join a server running the file ( your server? )...
4. Frag yourself or wait to be fragged...
5. Open the console...
6. Type in ghost
7. DO NOT CLICK YOUR MOUSE OR ELSE YOU WILL SPAWN, WHICH MEANS IT WON'T WORK.
8. Use your movement keys on the keyboard to navigate through the level.
9. To get out of it, just click your mouse button and you will re-spawn in the game again.

However you can't just go into any server and "spy" on people, because many would consider this cheating. That's why the server has to allow it first. To allow it, the server has to run this file also.
