Hi,
One of the most astonishing feature in RF1 is the variety of vehicles. It contains aerial and sea vehicles, 2 years before halo or battlefield series (and they don't have submarines until now, haha).
So, have you thought about integrating vehicles in singleplayer/multiplayer map making? It would be awsome to make it into CFT maps.

Trot was going to fix up vehicles for multiplayer a long time ago. I've never seen the point really. The game's engine and movement do not complement VCTF. Mods can address the movement to an extent and cover up the engine issues but the novelty would wear off quickly for the amount of work invested.
As for singleplayer their use was kicked around a lot but many projects that would have made use of vehicles were never finished.

So are there any way to repair vehicle or to refill vehicle ammo?

Not at all mate.
For what its worth I've been working on some new vehicles for a mod, but even if it was completed they wouldn't be in multiplayer due to the engine not supporting it :(
